If that quote is from a Certified Level II or Level III NDT Tech., and it's for all 3 outer blades, I'd say that's reasonable. Lots of training and experience to get certified...Expensive equipment...at least a full day of labor and a full day of report writing. I'd be surprised if anyone can get it...

I feel like the FAA agonized over this for a long time, trying to find any way to not publish an A.D.. They felt they HAD to and there was no way out, so they eliminated all the parts of the inspection they possibly could eliminate.

Sound like to me the cyclic trim is in the full-aft spring tension.
